Green Building Standards

The OCC has partnered with several national programs to provide standards and criteria that will guide how affordable housing projects will be built in Baltimore County. These standards and criteria were designed to address the three major types of housing construction:

  • Renovation
The use of environmentally sensitive ("green") building materials and systems in all affordable housing renovation projects is highly recommended in the early stages of project planning. An audit can also be performed during this stage to find the most cost-effective improvement to increase the home’s energy efficiency.

  • Gut-rehab
The Energy Star label is the basic requirement for all gut-rehab projects. In order to achieve the desired energy efficiency for these projects, homes have to be built to Energy Star specifications that have cost effective benefits attached to them.

  • New Construction
New home construction even broadens the opportunities for including green concepts into the project. With new construction, there is a clean slate and the ability to expand the possibilities for going green. Thus, all new construction (single and multi-family housing) will earn the Energy Star label.

These new standards and criteria are being incorporated into the Bid Packets and Development Guidelines for all new funding requests.
