Virtual Code Enforcement Hearings

Under COVID-19 hearing guidelines, Code Enforcement hearings are now moving forward. Hearings will be live-streamed via Webex and accessible through a web browser. Access to the hearings will be by computer, smartphone or phone-in only (no video access). All hearings are open to the public. Find your virtual hearing or get help with Webex.

The Office of Administrative Hearings serves as an independent, judicial body comprised of administrative law judges who hear cases and issue decisions on a variety of matters including, but not limited to, zoning, land use and related matters. The Office ensures the right of all persons to be treated in a fair and unbiased manner in their efforts to resolve disputes with Baltimore County in a prompt, effective and professional manner.

About the Hearing Procedure

Outlined below is the procedure for the enforcement of zoning, building, electrical, mechanical, plumbing, license and permit regulations, livability code, or any regulation or standard administered by the department. In the event you are found in violation of the Baltimore County Code:

  1. The County provides for an administrative Code Enforcement, quasi-judicial hearing before the Administrative Law Judge. Hearings can be scheduled immediately at the site of the violation by the inspector.
  2. Although not required, the alleged violator is entitled to be represented by an attorney. The violator (or their representative) may present witnesses, cross-examine any witnesses against the violator and also present their own evidence. Attorneys can also explain the charges on the citation and assist in obtaining a fair penalty if found guilty of the law.
  3. At the close of the hearing, the Administrative Law Judge will issue a final order, outlining their decision. This final order will be mailed to the owner on record.
  4. If you need an interpreter for your hearing, contact your inspector at the phone number listed on your citation. Upon calling the number, you will be asked to enter the badge number of the inspector, which can be found at the bottom of your citation.

Important Information About Your Hearing

Hearing recipients will receive a citation with the hearing date, the hour their case will be heard and the case ID number. Please plan to be available for the entire hour as multiple cases will be heard in that time frame.

Exhibits and Photographs

All exhibits or photographs must be received by our office no less than 72 hours before the hearing date. Please reference the hearing date, time and case ID number when sending exhibits or photographs. All exhibits or photographs being presented at the hearing must be emailed, to paicodehearings@baltimorecountymd.gov, mailed or dropped off in the lobby of the County Office Building located at:

Accessing Your Hearing

Please carefully read the following information pertaining to your scheduled Code Enforcement hearing.

Equipment Needed to Participate

To participate, you need a computer with internet connection and a microphone. You do not need a web camera. You may also participate with a smartphone by downloading the Webex app. Webex is a web-based audio and video conferencing tool that allows each participant in the hearing to see and hear the other participants. Webex also allows documents to be shared on the screen for all attendees to see. Those attending a Webex meeting do not need a hosting account.

If you cannot join your Webex hearing, visit Webex's help page for assistance. If you are still having trouble joining the hearing, call 410-887-3351.

How to Join Your Hearing

To ensure you are able to join the hearing, it is imperative that you do not wait until the last minute to log in. You may join the event starting at 8:45 a.m. the day of your event. Failure to join your hearing by the scheduled start time will result in a failure to appear.

To join your hearing:

  1. Select the date of your hearing below.
  2. Select “join the meeting online.”
  3. You will be required to register with your name, email, phone number and case ID number, at the time you are accessing the hearing. 
  4. Select "join."

If you do not have access to a computer, you may call in to Webex to communicate via audio conference:

  1. Call 1-415-655-0001.
  2. You will be asked to input your meeting number, which can be obtained on the hearing docket or by calling 410-887-3351.

Hearing links are generally posted the week of the scheduled hearing. If you visit this page and do not see the link, please check back at a later time. Phone-in options are noted in the docket.

Select the link below to view the docket for that specific day. Check the docket to verify that your hearing has not been dismissed. The daily docket will be posted the morning of the hearing.

Inclement Weather Procedure

If Baltimore County Government offices are closed, or have a delayed opening, all code enforcement hearings will be rescheduled. Reschedule letters will be mailed to the property owner of record. 

View Final Orders

Final Orders are issued by the Administrative Law Judge to enforce citations. To view them online:

  1. Enter an address or case number into the search tool.
  2. On the record detail screen, select the arrow next to the "Attachments" heading to show final orders and other documents associated with the case.
  3. Select the name of the complaint to download a PDF copy of the final order.
