County Executive Klausmeier and the Commission for Women Honor Baltimore County Residents at the Women of the Year Awards

TOWSON, MD—County Executive Klausmeier and the Baltimore County Commission for Women today recognized four outstanding women during its 43rd Annual Woman of the Year Awards ceremony.  

The Women of the Year Awards honor women residents of Baltimore County who have made significant, unique and lasting contributions within their community to champion the interests and needs of women and families; serve as role models of inspiration and achievement for other women; or enhance the lives of the citizens of Baltimore County.

Each year, the Baltimore County Commission for Women accepts nominations for "Woman of the Year," "Young Woman of the Year," "Woman Making a Difference," and "Woman Entrepreneur of the Year" awards.

Baltimore County’s 2025 awardees are:

Woman of the Year: Divine Ayichi

Divine Ayichi conducts research at the National Institutes of Health studying developmental biology. She is also a certified melanoma educator through the Melanoma Research Foundation, raising awareness and advocating for improved support for the melanoma community.

Her commitment to education and service extends to her work with the Research and Mentoring Program where she mentors Baltimore City high school students on independent science research projects. Divine also created a beauty-based outreach effort to uplift women with cancer and seniors in assisted living, using makeup and self-care as tools for confidence and connection.

Woman Making a Difference: Elisha Urquhart

Elisha Urquhart is currently involved in construction projects to redevelop, renovate, & relocate historical infrastructures across the Baltimore area.  Possessing a Masters in engineering from Carnegie Mellon University, she has gone from interning at Dow Chemical to managing automotive claims at Ford, to working on multimillion dollar defense sector contracts at Northrop Grumman, to managing various scaled utility projects & programs at Exelon Baltimore Gas & Electric.

Woman Entrepreneur of the Year: Ginny Robertson

Ginny Robertson is the founder of the “On Purpose Woman Global Community” and publisher of “On Purpose Woman Magazine.” She co-hosted WomanTalk Live on WCBM radio and later created the Real Women. Real Purpose. Talk Show, spotlighting inspiring women and their stories. Ginny is lead author of On Purpose Woman: The Complete Holistic Guide for Spiritual Entrepreneurs, a collaborative resource for purpose-driven entrepreneurs.

For 25 years, she has supported the Light of Truth Center’s mission to empower women in recovery, serving three terms as Board President and as a key fundraiser. Honored as one of Maryland’s Top 100 Women, Ginny remains committed to amplifying women’s voices, building community, and helping women succeed—on purpose.

Young Woman of the Year: Emily Noonan

Emily Noonan will graduate from Dulaney High School this spring in the top 10% of her class.  During her time there, she has served as Student Body President, as well as a co-founder of the Mental Health Club “Not On Our Watch.” She is also the Editor-in-Chief of her school’s yearbook, where she guides and mentors younger students in both writing and design.

She has held leadership roles in both the Baltimore County and Maryland state student councils, including Chief of Staff and Special Issues Deputy Director, respectively, advocating on behalf of the nearly one million students in Maryland.

Emily’s advocacy work extends beyond her school through her internship with Maryland Delegate Michele Guyton and her involvement with Digital4Good, a nonprofit focused on digital citizenship.
