COMPREHENSIVE ZONING MAP PROCESS 2024
The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in Baltimore County, although the usual participants in the process are individual landowners, contract purchasers, community organizations, County staff, the Planning Board and the County Council.
The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final log of issues. Ultimately, the County Council decides on each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue may cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties that were not issues is reenacted without change.
Information: Browse the Comprehensive Rezoning page or contact the Department of Planning by phone at 410-887-3480 or by email at czmp@baltimorecountymd.gov.

BENS RUN AT OLD COURT ROAD STREAM RESTORATION PROJECT
The Department of Environmental Protection and Sustainability (EPS) is implementing the first phase of a roughly 3,991-linear-foot (LF) stream restoration along Bens Run and its tributaries in Randallstown. Construction on the first phase of the project is tentatively planned to begin this month and end in March. This phase is about 2,850 LF and starts at Liberty Road, passes under Old Court Road and extends about 850 LF downstream behind Northwest Hospital. An EPS-prequalified stream contractor, Triangle Contracting, has been assigned to build the project.

REISTERSTOWN ROAD WATER MAIN PROJECT (DESIGNATED PHASE III)
Baltimore County has begun a major water main project, replacing 16,000 feet of line in Reisterstown Road between Pleasant Hill Road and Stocksdale Avenue. The three miles of new 16- and 20-inch diameter line is 70 percent complete and is scheduled to be finished in the spring.

CHLORINATOR PUMP STATION FOR CHARTLEY AND REISTERSTOWN TANKS
Baltimore County is installing chlorination buildings at the Chartley and Reisterstown Water Tanks. The work is 99 percent complete. The cost is $4.7 million.
Information: Email engineering@baltimorecountymd.gov.
ROLLING ROAD, PHASE 1B (BETWEEN SIX POINT COURT AND ORCHARD AVENUE)
Construction is anticipated to start this fall and includes roadway widening, storm drain and inlet installation, curb and gutter, and sidewalk. Overall construction is expected to last approximately one year at a cost of $6 million; however, two-way traffic will be maintained throughout the duration of the construction. By phasing the maintenance of traffic, the need to use flaggers will be nominal. Extensive temporary signage to direct traffic and allow temporary shifts during the phased construction are included.
