PLANNING BOARD MEETINGS

RECREATION AND PARKS BOARD MEETING

INTRODUCING THE COMMUNITY PLANNING INSTITUTE
The Department of Planning announces the creation of the Community Planning Institute (CPI), an initiative to increase engagement with community members and stakeholders countywide regarding planning, land use and development. The CPI is planning to be held twice a year, with the anticipated size of the first class of participants at 20 to 25 individuals. The Institute will consist of weekly in-person sessions for a total of five weeks. Applications will be available in late March.

2024 COMPREHENSIVE ZONING MAP PROCESS
The 2024 Comprehensive Zoning Map Process (CZMP) will begin on September 1 and will conclude in September of 2024. The CZMP takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in the County. The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final Log of Issues, with the County Council enacting legislation for each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue may cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties which were not issues is re-enacted without change.

SEWER PROJECT PERRY HALL MANOR
The Department of Public Works and Transportation is connecting 104 homes in the Perry Hall Manor area in a long-term project to provide sewer service. In September, residents saw topographical and environmental surveyors gathering information for the design phase. The surveyor work has been completed for the moment, though more field work is anticipated. Construction is expected to begin in about two years and will take from one to one-and-a-half years to complete.

WATER PROJECT IN PERRY HALL
Baltimore County is replacing 4,000 feet of water line in parts of Seven Courts Drive, Proctor Lane and Gunview Road. Work, which began in February 2022, is about 98 percent complete and should be officially closed out or finished by the end of the month or early April. The project will cost $1.5 million. Driving lanes disturbed by construction will be resurfaced upon completion of the project.

SEWER RELINING PROJECT IN CARNEY, PERRY HALL AND TOWSON
The Department of Public Works and Transportation (DPWT) began an extensive sewer relining project in Carney, Perry Hall and Towson in May. It’s 95 percent complete. More than 12 miles of sanitary sewer pipe will be relined during the next year and a half. The project will cost about $5.8 million. Most of the work will be below ground with minimal impact to communities. However, with any project of this scale, there may be some traffic or parking issues, and occasional chemical odors. DPWT staff will issue periodic updates.

Development Meetings include Community Input, Concept Plan, County Review, Development Review Committee and Hearing Officers Hearings.
Zoning Hearings include Special Exceptions, Variances and other issues before the Office of Administrative Hearings of Baltimore County.
