INTRODUCING THE COMMUNITY PLANNING INSTITUTE
The Department of Planning announces the creation of the Community Planning Institute (CPI), an initiative to increase engagement with community members and stakeholders countywide regarding planning, land use and development. The CPI is planning to be held twice a year, with the anticipated size of the first class of participants at 20 to 25 individuals. The Institute will consist of weekly in-person sessions for a total of five weeks. Applications will be available in late March.

2024 COMPREHENSIVE ZONING MAP PROCESS
The 2024 Comprehensive Zoning Map Process (CZMP) will begin on September 1 and will conclude in September of 2024. The CZMP takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in the County. The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final Log of Issues, with the County Council enacting legislation for each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue may cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties which were not issues is re-enacted without change.

HERRING RUN BASIN 17 AND 33
Baltimore County is building the Herring Run Relief Sewer 17 and 33. Construction is the next phase of the Herring Run Project. The new line will cost $6.5 million and is expected to be completed in April 2024. The project is 26 percent complete.

OREMS ROAD BASIN 3 RELIEF SEWER
Baltimore County has begun a 900-foot-long relief sewer in the Orems Road area of Middle River. This $1.1 million sewer construction project includes a tunnel at the intersection of Eastern Boulevard and Kingston Road. Work, which is estimated to be about one percent complete, is being rescheduled to accommodate drilling modifications.

STANSBURY MANOR PUMPING STATION
The Stansbury Manor Sewage Pumping Station (a new station) is under construction. Work began in January 2022 and should be completed in January 2024. Construction, which is about 47 percent complete, is expected to cost $5,045,000.

RED HOUSE RUN STRUCTURAL SEWER REHABILITATION
Baltimore County has started a major sewer rehabilitation project consisting of almost 15 miles of sewer line in the Overlea and Rosedale areas. Work on the $4.7 million project began in June and is expected to take about a year and a half to complete. It's approximately 20 percent toward completion and should be finished by the end of the year. The Red House Run Structural Sewer Rehabilitation project is part of the County's Consent Decree—the County’s agreement with the EPA to improve the entire sanitary system and eliminate sanitary sewer overflows.

BIRD RIVER CHANNEL IMPROVEMENTS
In October 2021, Baltimore County began dredging parts of Bird River in an area between Iron Point on the east and Light Woods Creek on the west. The County’s contractor will dredge 4,008 cubic yards of material from the river over the course of two seasons. An estimated 95 percent of the task has been completed. Work was shut down during the spring and summer last year in compliance with environmental regulations governing fish spawning and resumed in October. The project is estimated to cost $830,000.

PARKVILLE: EAST BRANCH HERRING RUN RELIEF SEWER
The Herring Run Relief Sewer, begun in February 2020, was estimated to take two years to complete and cost $16,177,000. It’s 88 percent complete. The project, which involves two tunnels and an open cut in lieu of a tunnel, consists of more than 11,000 feet of new pipe and 28 manholes. Crews will work on the following streets: Taylor Avenue, Wendover Avenue, Birmingham Avenue, Aiken Avenue, Oakleigh Road, Darlington Drive and Queen Anne Drive.

SEWER RELINING PROJECT IN CARNEY, PERRY HALL AND TOWSON
The Department of Public Works and Transportation (DPWT) began an extensive sewer relining project in Carney, Perry Hall and Towson in May. It's 95 percent complete. More than 12 miles of sanitary sewer pipe are being relined, costing about $5.8 million. Most of the work will be below ground with minimal impact to communities. However, with any project of this scale, there may be some traffic or parking issues, and occasional chemical odors. DPWT staff will issue periodic updates.

ESSEX STRUCTURAL SEWER REHABILITATION
Baltimore County is investing $4.4 million into structurally rehabilitating sewer lines in Essex in the area of Eastern Boulevard, Mace Avenue and Riverside Drive. The County’s contractor will line almost 15 miles of sewer pipe (eight-, 12-, 15- and 18-inch diameter conduits) during the next year. The project is about 93 percent complete.

HYDE PARK PUMPING STATION
The Department of Public Works and Transportation is improving the Hyde Park Sewage Pumping Station located near Back River and Muddy Gut. The improvements will cost $2,669,230 and should be finished this year. Work began in January 2020 and is 97 percent complete. It's still in the final completion stage.

BRIEN RUN SEWER REHABILITATION
Public Works is rehabilitating sewer lines in the Brien Run area south of Pulaski Highway. The project, which is anticipated to cost $7 million, began in March 2020 and is 99 percent finished. The main lines have been completed and they are being inspected by video. The project is in the final completion stage. Inspectors are working on the punch list.

BAUERNSCHMIDT MANOR PUMPING STATION
Upgrades to the Bauernschmidt Manor Sewage Pumping Station began in July 2019 and were expected to be finished during the summer of 2020 but were delayed due to supply problems caused by COVID-19. The project will cost $2,137,554 and is currently in the final completion stage.

HAREWOOD PARK SEWER PUMPING STATION
Baltimore County is renovating the Harewood Park Sewer Pumping Station at 12901 Princeton Road in Chase. Work on the $3.3 million project, which is in the final completion stage, began in July 2018.

MOHRS LANE BRIDGE
The Mohrs Lane Bridge (Bridge B-0143) over the CSX Railroad, north of Pulaski Highway, was closed in 2007 because of structural deterioration. Demolition was completed by CSX in 2011 and Baltimore County assumed ownership with plans to rebuild the span. A new bridge is currently awaiting the completion of the engineer’s design. The structure is scheduled to be advertised for construction in the summer. This bridge will be part of the future Campbell Boulevard Corridor.
