RECREATION AND PARKS BOARD MEETING

OREGON RIDGE PARK MASTER PLAN PUBLIC MEETING
The Department of Recreation and Parks will host a public meeting on Thursday, April 13, at 6:30 p.m. via Webex, to discuss the master plan.
In order to improve the park's features and ensure that Oregon Ridge continues to serve residents, the department initiated a master planning process, led by Lardner/Klein Landscape Architects. The master plan provides an assessment of current conditions and guidance for park improvements over the next two decades.
The team developing the master plan has compiled an inventory of natural resources and assets, and existing recreation and educational offerings, and converted them into park improvements to be installed over the next 20 to 25 years. Several virtual and in-person meetings were held to obtain public input and those suggestions were incorporated into the master plan document. The department is pleased to take this opportunity to present recommendations from the master plan, where to locate the documents and how to provide comments.

DAYS COVE DISC GOLF COURSE PUBLIC INPUT MEETING
The Department of Recreation and Parks will host a public meeting on Monday, April 24, at 6:30 p.m. via Webex, to gather public input on the development of the Days Cove Property (southwest corner of Route 40 and Allender Road). The department wishes to have a robust and open public input process to guide the overall vision for the development of this property, including the potential for a disc golf course.
Community residents are encouraged to attend to offer their input into the County’s development of this property. The meeting will consist of a brief presentation of the property followed by an open input session related to the project.

MOUNTAIN BIKING PUBLIC INPUT MEETING
The Department of Recreation and Parks will host a public meeting on Thursday, April 27, at 6:30 p.m. via Webex, to gather public input on mountain biking in Baltimore County. The Department wishes to have a robust and open public input process to guide the overall vision for new mountain biking facilities.
Community residents are encouraged to attend to offer their input. The meeting will consist of a brief presentation followed by time for questions and comments from the public.

2024 COMPREHENSIVE ZONING MAP PROCESS
The 2024 Comprehensive Zoning Map Process (CZMP) will begin on September 1 and will conclude in September of 2024. The CZMP takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in the County. The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final Log of Issues, with the County Council enacting legislation for each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue may cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties which were not issues is re-enacted without change.

NORTH POINT SEWER FORCE MAIN
Baltimore County will begin replacing 6,600 feet of sewer force main in North Point at the end of March or the beginning of April. The $3.1 million dollar job, going from Penwood Terrace to Willow Avenue, will require about a year to complete. During the project, there will be single-lane road closures to permit construction.

RED HOUSE RUN STRUCTURAL SEWER REHABILITATION
Baltimore County has started a major sewer rehabilitation project consisting of almost 15 miles of sewer line in the Overlea and Rosedale areas. Work on the $4.7 million project began in June and is expected to take about a year and a half to complete. It's 25 percent complete and should be finished by the end of the year. The Red House Run Structural Sewer Rehabilitation project is part of the County's Consent Decree—the County's agreement with the EPA to improve the entire sanitary system.

MILLERS ISLAND SEWAGE PUMPING STATION
Baltimore County is working on a $3 million renovation of the Millers Island Sewage Pumping Station at 8819 Millers Island Road. A sewer bypass was installed in October 2021 in preparation for the project, which includes extensive electrical and mechanical work in addition to a new roof and generator. The renovation of this two-pump station is 94 percent toward completion.

TURKEY POINT PUMPING STATION REHABILITATION
Baltimore County is renovating the Turkey Point Sewage Pumping Station. It's 96 percent complete. The cost is $3.2 million.

BREAD AND CHEESE SEWER IMPROVEMENTS
Baltimore County is relining 26,000 feet of eight-inch diameter sewer pipe in the Bread and Cheese Creek area. The improvement project is 99 percent complete. The job is awaiting the completion of video inspection of the line. When finished, the project will cost $2.25 million.

ST. HELENA WATER MAIN PROJECT
Baltimore County began replacing 13,600 feet of failing cast-iron water pipe in November 2021 on St. Helena Avenue (from the City Line to Dundalk Avenue) and in the area between Oak Avenue and Maple Avenue. The project will cost $5.5 million and was expected to be completed last year. It's 75 percent toward completion and may be finished by the end of the year.

GRAY MANOR SEWERSHED STRUCTURAL REHABILITATION
Baltimore County contractors began an extensive rehabilitation of the Gray Manor Sewershed in December 2020. Crews are relining 37,369 feet of eight-inch and 36-inch sewer pipe in a project that is anticipated to take more than a year to complete. The project is 99 percent complete.
