Planning Board Meetings

Community Planning Institute Fall 2024 Application Period
The Community Planning Institute (CPI) will be hosting another session this fall! The Department of Planning has created the CPI to empower Baltimore County community members and stakeholders to be productively engaged in planning, land use, and development processes and practices that impact their communities. The Institute will consist of weekly in-person classes for five consecutive weeks.
Applications will be open August 19 to September 2 at noon. Individuals who are interested in learning about the role of the Department of Planning and those who are not well-versed in planning and land-use practices in Baltimore County are encouraged to apply.
Classes will occur from 6:30 to 8:30 p.m. on the following dates:
- October 1: Kick-Off and Baltimore County Introduction
- October 8: Planning 101
- October 15: Understanding Zoning
- October 22: Baltimore County Development
- October 29: Action Plan and Graduation

Screen on the Green
Baltimore County Department of Recreation and Parks will host Screen on the Green summer movie series, beginning in July and running through September. Bring a lawn chair or a blanket. Admission is free. Pre-show activities begin at 6 p.m. and the movie begins at 7 p.m.

Northwest Gateways Sustainable Community Renewal Focus Groups—Pikesville, Randallstown and Woodlawn
The Department of Planning is renewing the Sustainable Community designation for the Northwest Gateway, which includes Randallstown, Pikesville, and Woodlawn. As part of this renewal process, the Department will host a series of virtual focus groups to discuss different elements of the plan and help identify projects that will guide the development of the Action Plan.
The following virtual (via Webex) focus groups will discuss the listed topics in their respective communities:

Reisterstown Road Water Main Project (Designated Phase III)
Baltimore County has begun a major water main project, replacing 16,000 feet of line in Reisterstown Road between Pleasant Hill Road and Stocksdale Avenue. The three miles of new 16- and 20-inch diameter line is 83 percent complete.

Rolling Road, Phase 1B (Between Six Point Court and Orchard Avenue)
Construction includes roadway widening, storm drain and inlet installation, curb and gutter, and sidewalk. Overall construction is expected to last approximately one year at a cost of $6 million; however, two-way traffic will be maintained throughout the duration of the construction. By phasing the maintenance of traffic, the need to use flaggers will be nominal. Extensive temporary signage to direct traffic and allow temporary shifts during the phased construction are included. This project is 10 percent complete.
Liberty Road 12-Inch Water Main Replacement
The Department of Public Works and Transportation began a year-long water main replacement project earlier this year. The project is located in the western part of Baltimore County along Liberty Road (Maryland Route 26) from Rolling Road to Washington Avenue. The project includes replacing 6,500 linear feet of six-, eight- and 12-inch water mains at a cost of $5.8 million. Working hours will be 9 p.m. to 5 a.m., Sunday to Friday. The project is 34 percent complete.

Development Meetings and Zoning Hearings
Development Meetings include Community Input, Concept Plan, County Review, Development Review Committee and Hearing Officers Hearings.
Zoning Hearings include Special Exceptions, Variances and other issues before the Office of Administrative Hearings of Baltimore County.
These meetings are virtual through Webex.
