Community Planning Institute Fall 2024 Application Period
The Community Planning Institute (CPI) will be hosting another session this fall! The Department of Planning has created the CPI to empower Baltimore County community members and stakeholders to be productively engaged in planning, land use, and development processes and practices that impact their communities. The Institute will consist of weekly in-person classes for five consecutive weeks.
Applications will be open August 19 to September 2 at noon. Individuals who are interested in learning about the role of the Department of Planning and those who are not well-versed in planning and land-use practices in Baltimore County are encouraged to apply.
Classes will occur from 6:30 to 8:30 p.m. on the following dates:
- October 1: Kick-Off and Baltimore County Introduction
- October 8: Planning 101
- October 15: Understanding Zoning
- October 22: Baltimore County Development
- October 29: Action Plan and Graduation

Screen on the Green
Baltimore County Department of Recreation and Parks will host Screen on the Green summer movie series, beginning in July and running through September. Bring a lawn chair or a blanket. Admission is free. Pre-show activities begin at 6 p.m. and the movie begins at 7 p.m.

Northwest Gateways Sustainable Community Renewal Focus Groups—Pikesville, Randallstown and Woodlawn
The Department of Planning is renewing the Sustainable Community designation for the Northwest Gateway, which includes Randallstown, Pikesville, and Woodlawn. As part of this renewal process, the Department will host a series of virtual focus groups to discuss different elements of the plan and help identify projects that will guide the development of the Action Plan.
The following virtual (via Webex) focus groups will discuss the listed topics in their respective communities:
- Transportation, Housing and Local Planning— Randallstown and Woodlawn

Powder Mill Interceptor Relief Sewer Phase Two
The Department of Public Works and Transportation began building more than a mile of new sanitary sewer in Lochearn in February. The project extends from Liberty Road at the Baltimore City line to Southern Cross Drive at Parsons Avenue. Work on the $5.7 million project began in late winter with tree removal to permit excavation for 5,621 feet of large-diameter conduit. It's about 99 percent complete. The new line increases pipe capacity and will help prevent sewer overflows. It’s part of Baltimore County’s agreement with the U.S. Environmental Protection Agency to eliminate overflows and to improve an aging sanitary sewer system.

Reisterstown Road Water Transmission Main Replacement (Designated Phase III)
Baltimore County is working on a major water main project, replacing 16,000 feet of line in Reisterstown Road between Pleasant Hill Road and Stocksdale Avenue. The three miles of new 16- and 20-inch diameter line is 83 percent complete. Crews continue to install services across Reisterstown Road.

Falls Road Water Main Replacement and Rehabilitation
The Department of Public Works and Transportation is replacing more than 11,000 feet of water line on Falls Road between the Baltimore City line and Brightfield Road near Interstate 695. The project, which will cost approximately $10.5 million, is about 75 percent complete. The entire project, begun in 2022, will require approximately two years to complete. The replacement of the line—sections of which are more than 90 years old—will improve the reliability of the system. Much of the construction will be done between 9 p.m. and 5 a.m., and ingress and egress will be coordinated with (and provided for) all property owners. Falls Road will not be closed during construction but there will be some lane closures during the day to accommodate construction schedules. Falls Road carries about 18,000 cars daily. There will be traffic delays.

Reisterstown Road Water Main Replacement Construction (Phase IV)
Baltimore County began work on a major water main project, replacing 8,600 linear feet of four-to-24-inch ductile-iron water main in Reisterstown Road from Interstate 695 heading south to Irving Place. The project cost is $11,920,728. The working hours will be from 9 p.m. to 5 a.m., Sunday through Thursday. Expect single-lane closures with various traffic patterns throughout the duration of the project. The work began last summer. The project is 79 percent complete.

Pikesville Pumping Station Number 2, Discharge Water Main
Baltimore County began work on a major water main project starting at the Pikesville Pumping Station located south of Interstate 695 (I-695) and east of Reisterstown Road. The new water main travels north going under I-695 to the Reservoir Circle Office Complex, then travels west along Hooks Lane and finally north along Greene Tree Road. The discharge water main is approximately 9,500 feet in length. Work includes, but is not limited to, construction of the new 42-inch and 30-inch water main, and construction of a 72-inch tunnel across I-695. The project is expected to take two years to complete at a cost of $20.2 million dollars. The project is 20 percent complete.

Montbel Relief Sewer
Baltimore County began work on the Montbel Relief Sewer Project last year. The work consists of installing 1,800 linear feet of 12-inch sanitary sewer main in the Gwynns Falls Sewershed located in the Gwynn Oak area of Baltimore County. The project is scheduled to take eight months to complete at a cost of $2.2 million. The project is 80 percent complete.

Ellenham Road and Ellenham Avenue Water Main Replacement
Baltimore County began work on the Ellenham eight-inch water main replacement this year. The site is in the Riderwood area of Baltimore County along Ellenham Avenue between Ruxton Road and West Joppa Road, and along Ellenham Road. The work consists of replacing 4,300 linear feet of eight-inch water main at a cost of $1.5 million. The project is scheduled to take one year to complete. The project is 48 percent complete.

Charles Street Water Main Replacement
While partnering with the State Highway Administration, the Department of Public Works and Transportation started replacing 4,200 linear feet of 12- and 16-inch water main from the Baltimore City line to Bellona Avenue. The entire project is scheduled to be completed in 2026.

Zoning Hearings include Special Exceptions, Variances and other issues before the Office of Administrative Hearings of Baltimore County.
