Planning Board Comprehensive Zoning Map Process Council District 2 Public Hearing
The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in Baltimore County, although the usual participants in the process are individual landowners, contract purchasers, community organizations, County staff, the Planning Board and the County Council.
The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final log of issues. Ultimately, the County Council decides on each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue may cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties that were not issues is reenacted without change.
On Thursday, February 8, at 6 p.m., the Planning Board will hold a public hearing for speakers to present their views on CZMP issues in the Second Council District. The hearing will be at Pikesville High School, 7621 Labyrinth Road, Pikesville, Maryland 21208. In the event of inclement weather and school closure, the hearing will be held virtually.
An online speaker registration will open on the CZMP Hub at 8:30 a.m. two days prior to each hearing. A confirmation email will be sent after registration with your speaker number and hearing details. Each speaker will be given a total of two minutes to speak, and speakers will be taken in the order in which they signed up. If preparing written testimony, please provide 20 copies; testimony will be circulated to the Board following the hearing.
The Planning Board will deliberate their recommendations during work sessions in the month of April. The sessions are open to the public; however, no public input will be heard during work sessions. Additional information is available on the Planning Board website.

Agricultural Land Preservation Advisory Board Meeting

Sankofa: Celebration of African Americans’ Achievements
The Department of Recreation and Parks will host Sankofa: Celebration of African Americans’ Achievements on Friday, February 23 at 5 p.m. at the Winfield Recreation Activity Center. Celebrate Black legacy and progress through Sankofa: a revisiting of the past to enhance the future. Engage with speakers, visit community resource tables and vendors, and interact with our living history program. Admission is free. Please register.
Powder Mill Interceptor Relief Sewer
The Department of Public Works and Transportation began building more than a mile of new sanitary sewer in Lochearn in February. The project extends from Liberty Road at the Baltimore City line to Southern Cross Drive at Parsons Avenue. Work on the $5.7 million project began last winter with tree removal to permit excavation for 5,621 feet of large-diameter conduit. It's about 60 percent complete and should be finished in the spring. The new line increases pipe capacity and will help prevent sewer overflows. It’s part of Baltimore County’s agreement with the U.S. Environmental Protection Agency to eliminate overflows and to improve an aging sanitary sewer system.

Reisterstown Road Water Main Project (Designated Phase III)
Baltimore County is working on a major water main project, replacing 16,000 feet of line in Reisterstown Road between Pleasant Hill Road and Stocksdale Avenue. The three miles of new 16- and 20-inch diameter line is 70 percent complete and is scheduled to be finished in the spring. Crews continue to install services across Reisterstown Road.

Water Line Construction on Falls Road
The Department of Public Works and Transportation is replacing more than 11,000 feet of water line on Falls Road between the Baltimore City line and Brightfield Road near Interstate 695. The project, which will cost approximately $10.5 million, is about 62 percent complete. The entire project, begun in 2022, will require approximately two years to complete. The replacement of the line—sections of which are more than 90 years old—will improve the reliability of the system. Much of the construction will be done between 9 p.m. and 5 a.m., and ingress and egress will be coordinated with (and provided for) all property owners. Falls Road will not be closed during construction but there will be some lane closures during the day to accommodate construction schedules. Falls Road carries about 18,000 cars daily. There will be traffic delays.

Reisterstown Road Water Main Project (Designated Phase IV)
Baltimore County is scheduled to begin work on a major water main project, replacing 8,600 linear feet of four-to-24-inch ductile-iron water main in Reisterstown Road from Interstate 695 heading south to Irving Place. The project cost is $11,920,728. The working hours will be from 9 p.m. to 5 a.m., Sunday through Thursday. Expect single-lane closures with various traffic patterns throughout the duration of the project. The work began in the summer. The project is 45 percent complete.

Pikesville Pumping Station Number 2, 42-inch Discharge Water Main
Baltimore County will begin work on a major water main project starting at the Pikesville Pumping Station located south of Interstate 695 (I-695) and east of Reisterstown Road. The new water main travels north going under I-695 to the Reservoir Circle Office Complex, then travels west along Hooks Lane and finally north along Greene Tree Road. The discharge water main is approximately 9,500 feet in length. Work includes, but is not limited to, construction of the new 42-inch and 30-inch water main, and construction of a 72-inch tunnel across I-695. The project is expected to take two years to complete at a cost of $20.2 million dollars. The project is one percent complete.

Montbel Relief Sanitary Sewer
Baltimore County will begin work on the Montbel Relief Sewer Project this winter. The work consists of installing 1,800 linear feet of 12-inch sanitary sewer main in the Gwynns Falls Sewershed located in the Gwynn Oak area of Baltimore County. The project is scheduled to take eight months to complete at a cost of $2.2 million. The project is eight percent complete.

Ellenham Avenue Eight-Inch Water Main Replacement
Baltimore County will begin work on the Ellenham eight-inch water main replacement this winter. The site is in the Riderwood area of Baltimore County along Ellenham Avenue between Ruxton Road and West Joppa Road, and along Ellenham Road. The work consists of replacing 4,300 linear feet of eight-inch water main at a cost of $1.5 million. The project is scheduled to take one year to complete.
