Planning Board Comprehensive Zoning Map Process Council District 7 Public Hearing
The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in Baltimore County, although the usual participants in the process are individual landowners, contract purchasers, community organizations, County staff, the Planning Board and the County Council.
The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final log of issues. Ultimately, the County Council decides on each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue may cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties that were not issues is reenacted without change.
On Thursday, February 29, at 6 p.m., the Planning Board will hold a public hearing for speakers to present their views on CZMP issues in the Seventh Council District. The hearing will be at Dundalk High School, 1901 Delvale Avenue, Baltimore, Maryland 21222. In the event of inclement weather and school closure, the hearing will be held virtually.
An online speaker registration will open on the CZMP Hub at 8:30 a.m. two days prior to each hearing. A confirmation email will be sent after registration with your speaker number and hearing details. Each speaker will be given a total of two minutes to speak, and speakers will be taken in the order in which they signed up. If preparing written testimony, please provide 20 copies; testimony will be circulated to the Board following the hearing.
The Planning Board will deliberate their recommendations during work sessions in the month of April. The sessions are open to the public; however, no public input will be heard during work sessions. Additional information is available on the Planning Board website.

Agricultural Land Preservation Advisory Board Meeting
The advisory board will meet in-person on Wednesday, February 14, at 6:30 p.m. at the Baltimore County Center for Maryland Agriculture, 1114 Shawan Road, Cockeysville, Maryland 21030. Sankofa: Celebration of African Americans’ Achievements
The Department of Recreation and Parks will host Sankofa: Celebration of African Americans’ Achievements on Friday, February 23 at 5 p.m. at the Winfield Recreation Activity Center. Celebrate Black legacy and progress through Sankofa: a revisiting of the past to enhance the future. Engage with speakers, visit community resource tables and vendors, and interact with our living history program. Admission is free. Please register.
Gray Manor Relief Sewer (GM01)
Baltimore County is constructing 3,100 feet of relief sewer in the Gray Manor area. The 12-inch diameter pipe will help stop sanitary sewer overflows and is part of the County’s Consent Decree with the U.S. Environmental Protection Agency. The project, estimated to cost $1.5 million, began in April. This contract is 55 percent complete.

North Point Sewer Force Main
Baltimore County began replacing 6,600 feet of sewer force main in North Point at the end of March. The $3.1 million dollar job, going from Penwood Terrace to Willow Avenue, will require about a year to complete. It's about 65 percent complete. During the project, there will be single-lane road closures to permit construction.

Red House Run Structural Sewer Rehabilitation
Baltimore County has started a major sewer rehabilitation project consisting of almost 15 miles of sewer line in the Overlea and Rosedale areas. Work on the $4.7 million project began in June 2022. It's 82 percent complete. The Red House Run Structural Sewer Rehabilitation project is part of the County's Consent Decree—the County's agreement with the U.S. Environmental Protection Agency to improve the entire sanitary system.

Millers Island Sewage Pumping Station
Baltimore County is working on a $3 million renovation of the Millers Island Sewage Pumping Station at 8819 Millers Island Road. A sewer bypass was installed in October 2021 in preparation for the project, which includes extensive electrical and mechanical work in addition to a new roof and generator. The renovation of this two-pump station is 99 percent toward completion. Closeout procedures have begun.

Gray Manor Sewershed Structural Rehabilitation
Baltimore County contractors began an extensive rehabilitation of the Gray Manor Sewershed in December 2020. Crews are relining 37,369 feet of eight-inch and 36-inch sewer pipe. The project is 99 percent complete.

Lodge Forest Manor Pumping Station
The Lodge Forest Manor Sewage Pumping Station (an existing station) is under construction. Work began in March 2022 and should be completed this month. Construction, which is about 94 percent complete, is expected to cost $2,181,696.

Fort Howard Sewer Pumping Station
The Fort Howard Sewage Pumping Station (an existing station) is under construction. Work began in March 2022. Construction, which is about 99 percent complete and waiting on operation and maintenance manuals, is expected to cost $3,229,957.

Dundalk Sewer Pumping Station
The Dundalk Sewer Pumping Station (an existing station) is under construction. Work began in October 2021. Construction, which is about 99 percent complete, is expected to cost $1,955,382. As-builts and operation and maintenance manuals are under review.

Penwood Terrace Sewer Pumping Station
The Penwood Terrace Sewage Pumping Station (an existing station) is back online after construction. Work began in May 2021. Construction, which is 100 percent complete and in the process of being closed out, is expected to cost $2,650,315.

Delmar Sewershed Sanitary Sewer Rehabilitation
Baltimore County is relining 30,000 feet of eight-to-24-inch diameter sewer pipe in the Delmar Sewershed. The improvement project is 98 percent complete. When finished, the project will cost $3,483,000.

Gray Manor Relief Sewers GM 11 and GM 13
Baltimore County is constructing 2,527 linear feet of relief sewer in the Gray Manor area in Trappe Road from Woodwell Road to North Point Road. The 12-inch diameter pipe will help stop sanitary sewer overflows and is part of the County’s Consent Decree with the U.S. Environmental Protection Agency. The project is estimated to cost $1.8 million. The contract is 68 percent complete.

Corsica Force Main Replacement
Baltimore County is constructing 5,600 linear feet of 12 sanitary sewer pipes at a cost of $3.2 million. The force main will be installed primarily within the paved roadway along Middleborough Road, Miles Road and Corsica Road. The contract is 80 percent complete.

Gray Manor Relief Sewers GM 13, 16 and 20
Baltimore County is constructing 2,670 linear feet of 15-inch sanitary sewer pipe at a cost of $1.8 million. The work will take place along North Point Boulevard near North Point Village. A second location will be along Bletzer Road from Old North Point Road to 527 feet northwest. The project, which is 85 percent complete, is scheduled to be completed in the summer.

Millers Island Water Main Replacement
Baltimore County has begun construction, replacing 9,000 linear feet of water main in the Millers Island peninsula from Millers Island Road at 12th Street to Bay Drive. This will also include the numbered streets and Bay Drive. The project is scheduled to be completed in the spring of 2025 at a cost of $4.3 million. The project is 61 percent complete.

Dundalk Sanitary Sewer Main Rehabilitation
The Department of Public Works and Transportation is starting a major sanitary sewer rehabilitation project consisting of 25 miles of eight-to-24-inch sanitary sewer main rehabilitation in the Dundalk area of Baltimore County. The project is scheduled for completion in December 2025 at a cost of $7.8 million. Residences will be notified via door hangers by the contractor if their sewer service is affected.
