Recreation and Parks Open House and Community Listening Sessions
The Department of Recreation and Parks is excited to announce a Fall “Open House” series to hear from communities and share information about department initiatives and activities. These interactive sessions will offer the general public an opportunity to engage with department staff, hear about exciting capital projects in development and learn about programming opportunities in the community. Open to recreation and nature enthusiasts, families, seniors, and all who call Baltimore County home!

Meadow Creek Park Ribbon Cutting
The Department of Recreation and Parks will host a ribbon cutting on Tuesday, October 15 at 10 a.m. for the Meadow Creek Park, 300 Church Lane, Pikesville, Maryland 21208. Join County Executive Johnny Olszewski, County Council Chairman Izzy Patoka, and Recreation and Parks Director Bob Smith to celebrate the opening of a much-needed neighborhood park for the greater Pikesville community. Meadow Creek Park and its features and amenities reflect a substantial contribution of local input, transforming a four-acre residential property into a community-driven park that is walkable from Pikesville's "main street" and surrounding residential areas.
Oregon Ridge Trails Public Meeting
The Department of Recreation and Parks will host a public meeting on Saturday, October 19 from 1 to 3 p.m. at Oregon Ridge Park and Lodge, Sequoia Room, 13401 Beaver Dam Road, Cockeysville, Maryland 21030, to discuss the trail network design. A presentation, led by Lardner/Klein Landscape Architects, will outline the progress made on the design of the entire trail network and the status of the proposed ADA accessible paved trail connecting the Nature Center to the lodge. Participants will have the opportunity to provide comments and ask questions. After hearing from the public, Lardner/Klein Landscape Architects will guide a tour (to take place rain or shine) to walk the proposed ADA trail alignment. Proper footwear is suggested, as the tour will cross uneven surfaces. Additionally, Department of Recreation and Parks staff will be on site to answer any general park questions after the presentation.

Planning Board Citizen Input Meeting on Capital Improvement Program
The Citizen Input Meeting (CIM) will take place on Thursday, October 17, at 5 p.m. in the Jefferson Building, 105 West Chesapeake Avenue, Room 104, Towson, Maryland 21204.
The County’s Capital Improvement Program is a six-year plan authorizing the funding for capital improvements such as roads, sewers, parks and schools. The CIM is an in-person meeting scheduled for citizens to comment on your priorities for the upcoming years. Anyone wishing to testify in-person for the CIM must use the sign-in sheets provided in the Jefferson Building lobby outside of Room 104 for citizens to address the Board (for themselves or as representatives of organizations or clients). These sheets will be posted approximately half an hour prior to the Board Meeting start time.

Building Excellence: Innovative Recruitment Strategies for Chambers of Commerce and Community Organizations Workshop
On Tuesday, October 29, from 3:30 to 5 p.m., join the Department of Planning and the Maryland Association of Nonprofit Organizations (MANO) for a virtual workshop via Zoom on how to cultivate a team with diverse skills and perspectives, ensuring your organization thrives and achieves its goals. Preregistration required; register by completing the meeting registration form.
The department has contracted with MANO to coordinate a series of workshops with funding from the Federal American Rescue Plan Act (ARPA). Workshops are for organizations that are ARPA-eligible who are serving an impacted or disproportionately impacted class or population from the pandemic, or who serve those in an ARPA-impacted area. Other organizations are welcome to attend.

upcoming stream restoration project
The Department of Environmental Protection and Sustainability has an upcoming stream restoration project starting this fall on Scotts Level Branch in Randallstown. This project is a continuation of the Upper Scotts Level Branch project completed this spring. The project will continue from the pedestrian walking bridge at Hendon and Allenswood Roads downstream to Old Court Road. This project design will allow stormflow events to access the restored floodplain and spread out, reducing erosion to the restored stream channel.

Reisterstown Road Water Transmission Main Replacement (Designated Phase III)
Baltimore County is working on a major water main project, replacing 16,000 feet of line in Reisterstown Road between Pleasant Hill Road and Stocksdale Avenue. The three miles of new 16- and 20-inch diameter line is 95 percent complete. Crews continue to install services across Reisterstown Road.

Falls Road Water Main Replacement and Rehabilitation
The Department of Public Works and Transportation is replacing more than 11,000 feet of water line on Falls Road between the Baltimore City line and Brightfield Road near Interstate 695. The project, which will cost approximately $10.5 million, is about 80 percent complete. The entire project, begun in 2022, will require approximately two years to complete. The replacement of the line—sections of which are more than 90 years old—will improve the reliability of the system. Much of the construction will be done between 9 p.m. and 5 a.m., and ingress and egress will be coordinated with (and provided for) all property owners. Falls Road will not be closed during construction but there will be some lane closures during the day to accommodate construction schedules. Falls Road carries about 18,000 cars daily. There will be traffic delays.

Reisterstown Road Water Main Replacement Construction (Phase IV)
Baltimore County began work on a major water main project, replacing 8,600 linear feet of four-to-24-inch ductile-iron water main in Reisterstown Road from Interstate 695 heading south to Irving Place. The project cost is $11,920,728. The working hours will be from 9 p.m. to 5 a.m., Sunday through Thursday. Expect single-lane closures with various traffic patterns throughout the duration of the project. The work began last summer. The project is 90 percent complete.

Pikesville Pumping Station Number 2, Discharge Water Main
Baltimore County began work on a major water main project starting at the Pikesville Pumping Station located south of Interstate 695 (I-695) and east of Reisterstown Road. The new water main travels north going under I-695 to the Reservoir Circle Office Complex, then travels west along Hooks Lane and finally north along Greene Tree Road. The discharge water main is approximately 9,500 feet in length. Work includes, but is not limited to, construction of the new 42-inch and 30-inch water main, and construction of a 72-inch tunnel across I-695. The project began last fall and is expected to take two years to complete at a cost of $20.2 million dollars. The project is 35 percent complete.

Montbel Relief Sewer
Baltimore County began work on the Montbel Relief Sewer Project last year. The work consists of installing 1,800 linear feet of 12-inch sanitary sewer main in the Gwynns Falls Sewershed located in the Gwynn Oak area of Baltimore County. The project will cost $2.2 million. The project is 99 percent complete.

Ellenham Road and Ellenham Avenue Water Main Replacement
Baltimore County began work on the Ellenham eight-inch water main replacement in the spring. The site is in the Riderwood area of Baltimore County along Ellenham Avenue between Ruxton Road and West Joppa Road, and along Ellenham Road. The work consists of replacing 4,300 linear feet of eight-inch water main at a cost of $1.5 million. The project is scheduled to take one year to complete. The project is 90 percent complete.

Charles Street Water Main Replacement
While partnering with the State Highway Administration, the Department of Public Works and Transportation started replacing 4,200 linear feet of 12- and 16-inch water main from the Baltimore City line to Bellona Avenue. The entire project is scheduled to be completed in 2026. The project is 17 percent complete.
