SERVICES
The Community Outreach Team (COT) provides a precinct-based resource to support community problem-solving efforts, as well as develops and executes strategies that promote crime prevention and foster police and community cooperation and communication. The following services are offered at your local precinct.
- Monitor Your Vacant Home While Vacationing—Complete a vacant house form and deliver it or email it to your local precinct to have officers check on your location for any unusual activity while you're away. If something suspicious happens at your home, law enforcement will be able to quickly reach you or your emergency contact from the information provided on the form.
- Engrave Your Bicycle—Call your local COT to request that an officer engrave an ID number on your bike. That number and the bike's description will be entered into a database, which will help investigators get it back to you should the bike ever be stolen and recovered.
- Residential Security Survey—Call your local COT to request that an officer come to your home to conduct a free assessment of your home security.
- Child Safety Seat Check—To have your child safety seat checked, call 410-887-8717.
- Report Vice/Narcotics Complaints—To report complaints within your community, call 410-887-1870.
- Mediation—Contact the Conflict Resolution Center of Baltimore County.

GET INVOLVED WITH YOUR POLICE COMMUNITY RELATIONS COUNCIL
Police Community Relations Councils (PCRC) consist of community leaders, interested citizens and representatives of the local business community. Councils regularly recognize individual officers with awards and have fundraisers to purchase and provide needed equipment and supplies for their precincts. The council members meet with the Precinct Commander and other attending police personnel to:
- Resolve issues that exist between the community and police department
- Provide an open forum where citizens may bring attention to problems within their neighborhood
- Provide a line of communications where the police department can inform the community of departmental programs
- Provide an opportunity to enlist community help in crime prevention projects

LESBIAN GAY BISEXUAL TRANSGENDER (LGBT) LIAISONS
Lesbian Gay Bisexual Transgender (LGBT) Liaisons serve as a point of contact for the LGBT community on matters of policing and policy and helps address specific concerns.
MULTICULTURAL RELATIONS LIAISONS
Multicultural Relations Liaisons identify and establish contact with key members and organizations from the cultural and minority groups that are components of the diverse population of Baltimore County. For more information, call 410-887-5901 or email cselvi@baltimorecountymd.gov.

SCHOOL RESOURCE OFFICERS
The School Resource Officer Program (SRO) is a successful partnership between BCoPD and Baltimore County Public Schools (BCPS) involving the placement of a law enforcement officer within the educational environment to act as:
- Teachers—By providing current trend/law-related education on the Drug Abuse Resistance Education (DARE) program and Gang Resistance Education And Training (GREAT), and working closely with school-based counselors to ensure each student receives proper guidance. SROs do not handle school-based disciplinary issues.
- Mentors—By establishing a rapport with students by discussing their interests/concerns, being a positive role model and recruiting candidates for a future career in law enforcement
- Law enforcers—Investigate crimes, make arrests, patrol communities near their schools
SROs receive specialized training given by the National Association of School Resource Officers (NASRO) and the Maryland Center for School Safety (MCSS). SROs are required to dress in full uniform, drive marked police vehicles and be in constant radio contact with precinct personnel. BCoPD has been recognized nationally by NASRO as a model SRO agency. TRAFFIC TRAINING TEAM
The Traffic Training Team provides quality law enforcement instruction in a wide variety of traffic-related topics to officers from any jurisdiction, with preference given to members of the BCoPD.
