Licensing and Certification
Baltimore County has expanded the online application process. Applications for exams, new, reciprocal and renewal licenses and certificates must be completed online.
The Plumbing and Gasfitting Board advises the Director of the Department of Permits, Approvals and Inspections regarding the administration of Article 21, Title 15 of the Baltimore County Code, including licensing. Plumbing or gas permits are required for all plumbing and gasfitting work in Baltimore County. Only a Baltimore County licensed plumbing or gasfitting contractor can apply for a plumbing or gasfitting permit.
APPLY FOR OR RENEW A LICENSE OR CERTIFICATE
Before applying, be sure to review the requirements for licenses or certificates.
To learn more about the application process and to apply (step three), read the steps below. Only the license or certificate holder or the person applying for an exam can submit an application for a license or certificate.
If you already have an online permit portal account—Use the same account to submit your Trade License/Certificate application. Note: If this is an account used for business and is accessible to others in your office, they will have access to your license information.
If you do not have an account—Watch a video to learn how to create your account or follow the instructions below:
- Navigate to the online portal.
- Select the Create Account button.
- Enter your email address, select Submit.
- An email will be sent with a link to complete the account setup. (Note: If you don't see the email is not in your inbox, check the SPAM folder. If in SPAM, mark unread before selecting the link.)
Prepare/gather all required documents as indicated above to upload when completing your online application. If any required documents are missing from your submission, your application will be returned to you for completion.
After you log into the online portal:
- Select Create New Application.
- Select Trade License/Registration.
- Select Plumbing/Gas Trade Licenses.
- Select the application type for which you are applying.
- Enter the applicant and business information.
- Answer all questions related to the type of application you are submitting.
- Upload all required documents.
- Check your application for completeness.
- Approve the disclaimer.
- Submit your application.
- Applications will be reviewed by the Plumbing and Gasfitting Inspections Office.
- Staff may leave comments and revision requirements for your application. You will receive email notifications to submit any required documents or revisions to your application.
- If all required information and documents are submitted, the application will be completed and application fees will be calculated.
- Applicants will receive a notification that the fees are ready for payment. Watch a video to learn how to pay application fees or follow the instructions below.
- Navigate to the online portal. The My Dashboard page displays.
- Select the Applications with Fees Due box at the top-middle of the My Dashboard window.
- Scroll to the My Fees section, find the application number and scroll to the right to the Actions section.
- To view details for the fees, select the magnifying glass icon.
- To pay the fees, select the credit card icon. (Note: Baltimore County only accepts Mastercard, Visa and Paypal electronic payments.)
- Once the reviews are complete and all requirements are met, the license/certificate will be issued.
- Once the license/certificate has been issued, the applicant will be notified via email that the license/certificate is available for download in the portal.
- Be sure to download and save a copy for your files.
- The license/certificate document must be printed and available upon request for verification by an inspector in the field at any jobsite.
REQUIREMENTS FOR LICENSES AND CERTIFICATES
Only the license or certificate holder or the person applying for an exam can submit an application for a license or certificate. All applicants must review the examination basis and information prior to applying. Utility licenses expire March 31 every odd number year. Other plumbing and gasfitting licenses and certificates expire April 30 of every odd number year.

Important Note: The Baltimore County Plumbing Board only reciprocates plumbing and gas licenses with Baltimore City (gas only), the State of Maryland and Washington Suburban Sanitary Commission.
MASTER PLUMBER GASFITTER LICENSE
Applicants for a first-time Master Plumber Gasfitter License in Baltimore County who are not reciprocating from another jurisdiction must take and pass the required examinations.
REQUIREMENTS
To be eligible to apply for this exam, you must
- Meet all of the requirements set forth by the Baltimore County Plumbing Board.
- Must pass both Master Plumber and Master Gasfitter examinations. Review the examination basis and information.
- Have an active Journeyman Plumber Gasfitter license from Baltimore County, the State of Maryland or WSSC.
- Submit a certificate from an approved gas school, including 2lb gas. You must show that you attended.
- Submit a current certificate from an approved backflow prevention course.
- Have served a minimum of 3,750 hours and two years of work experience as a journeyman under the direction and control of a registered Master Plumber/Gasfitter. Documentation of working hours and time served as a Journeyman Plumber Gasfitter must be completed by a Master Plumber/Gasfitter on the Employment Certification Form. If the Master Plumber/Gasfitter cannot be located or is deceased, the Board may accept proof of employment from Social Security Administration records or copies of W-2 tax forms. Items not accepted in place of documented hours of work experience or employment certified by a Master Plumber/Gasfitter include:
- Hours certified by secretaries, bookkeepers or other office personnel
- Copies of licenses or certificates
- Application fee of $34—Exam fee is not refundable if application is denied.

- Submit a copy of your active license from the agency you are reciprocating from. (The State of Maryland or WSSC)
- Application fee of $225 is not refundable if application is denied.

REQUIREMENTS
To be eligible to apply for this exam, you must:
- Meet all of the requirements set forth by the Baltimore County Plumbing Board
- Have an active fourth year Maryland State Apprentice card
- Submit a copy of active or updated certificate from an approved gas school, including 2lb gas, if applicable
- Submit a copy of a current certificate from an approved backflow prevention course.
- Have served a minimum of 7,500 hours and four years of work experience as an apprentice under the direction and control of a registered Master Plumber/Gasfitter. Documentation of working hours and time served as an apprentice Plumber Gasfitter must be completed by a Master Plumber/Gasfitter on the Baltimore County Employment Certification form. Only documented hours of work experience or employment certified by a Master Plumber/Gasfitter will be accepted. Hours certified by secretaries, bookkeepers, or other office personnel will not be accepted. If the Master Plumber/Gasfitter cannot be located or is deceased, the Board may accept proof of employment from Social Security Administration records or copies of W-2 Tax Forms.

If the Master Plumber/Gasfitter cannot be located or is deceased, the Board may accept proof of employment from Social Security Administration records or copies of W-2 Tax Forms.

Applicants for Journeyman Gasfitter Reciprocal License must have a current license from the reciprocating jurisdiction.
REQUIREMENTS
To be eligible to receive a reciprocal license, you must:
- Meet all of the requirements set forth by the Baltimore County Plumbing Board.
- Submit a “Letter of Good Standing” from the licensing agency you’re reciprocating from. You must contact either the State of Maryland, WSSC or Baltimore City to request to have this letter mailed or emailed to you so that you can submit it with your application. The letter must be on the agency letterhead.

ONSITE UTILITY CONTRACTOR LICENSE
Licenses are active only for the length of time determined by the prequalification requirements.
To be eligible to receive an onsite utility contractor license, the applicant must:
- Have a current prequalification certificate (Utilities F-1, F-2, F-3) to perform utility work as related to sewer, water and storm drainage for Baltimore County.
- Meet the requirements of the Construction Contracts Division of the Department of Public Works and Transportation. Call 410-887-3531 for more information.
- Pay the $200 application fee
After the application review is complete, the Plumbing and Gasfitting Inspection Office will schedule a virtual or in-person verification appointment with you. You will need to have your driver’s license available for the meeting.
INSURANCE INFORMATION

DISPOSAL SYSTEM CONTRACTOR LICENSE
All applicants for a first-time Disposal System Contractor License must take the required examinations. The license:
- Shall be issued to a person who installs private disposal systems and components thereof and is entitled to secure permits for such work.
- Must be used in strict accordance with the sections described in County Council of Baltimore County Bill, Title 23, with amendments and the Rules and Regulations of the Plumbing Board and DEPRM of Baltimore County, Maryland.
The licensee shall have a regular place of business in the State of Maryland and shall be qualified as provided in this title.
REQUIREMENTS
To be eligible to apply for this exam, you must:
- Meet all of the requirements set forth by the Baltimore County Plumbing Board.
- Qualifications to install specialized disposal systems must meet DEPRM requirements. Call 410-887-2764 for more information.
- Provide a list of any special disposal system courses you have taken, as well as all practical disposal contracting experience.
- Pay the $34 exam fee

LIQUID PROPANE RECIPROCAL CERTIFICATES
All applicants applying for a Liquid Propane Reciprocal Certificate in Baltimore County must:
- Meet all of the requirements set forth by the Baltimore County Plumbing Board
- Provide a copy of the business license (not a plumbing license) or proof of established business
- Have an active license from the State of Maryland
- If operating your own company—Notarized business letter with name, address and officers of company
- If representing a company—Notarized letter on company letterhead signed by the Master Plumber and Officers of the company stating that you:
- Represent the company (state name) and name of officers
- Are a full-time employee (40 hours minimum) of the company
- Understand that you cannot operate your own company or represent another company, while representing this company.
There is no charge for the processing of this application.

ABOUT THE EXAMINATIONS
Examinations test for the knowledge of plumbing and gasfitting installations and materials. The Baltimore County Plumbing Code effective as of July 1, 2015 adopted the 2015 National Standard Plumbing Code. Passing scores are not less than 75 percent.
The examination is open book. Questions are multiple choice and based on the current Plumbing and Gasfitting Code of Baltimore County (Bill 41-15) and its contents. Exam versions are from May 2013.
- Master Plumber Exam—80 questions, 2.5 hours
- Master Gasfitter Exam—70 questions, 2.5 hours
- Journeyman Plumber Exam—60 questions, 2 hours
- Journeyman Gasfitter Exam—50 questions, 2 hours
