Baltimore County Department of Housing and Community Development (DHCD) is pleased to announce the publication of the 2025 Analysis of Impediments to Fair Housing Choice (AI) Action Plan Draft, a critical document aimed at advancing equity, accessibility, and opportunity across the County’s housing landscape. We invite all County residents, stakeholders, and organizations to review the 2025 AI Action Plan Draft and share your feedback during a Hybrid Public Comment Meeting. This meeting is an opportunity to engage with DHCD leadership, ask questions and share your perspectives on the County’s fair housing strategies:

Public comments will also be accepted via email through January 14. Please send written comments to dhcd@baltimorecountymd.gov.

Take our Community Needs survey to help us craft the five-year Consolidated Plan, which identifies the County's federal funding priorities. The Plan will be sent to the U.S. Department of Housing and Urban Development.

The services offered by the Department help participants strengthen their families, improve their skills, education and economic status, and ultimately reduce their dependence on government programs.
