Property Management
The Property Management Division of the Office of Budget and Finance coordinates grounds maintenance, design and construction, energy management, and building services to Baltimore County facilities and properties.
GROUNDS MAINTENANCE
Provides grounds maintenance services for County-owned properties, parks and recreation facilities, as well as public facilities such as library branches, police precincts and senior centers. These services include:
- Grass mowing
- Snow removal
- Ball diamond grooming
- School recreation centers—Working closely with Baltimore County Public Schools to coordinate grounds maintenance
- General landscaping, including turf management, fallen trees, etc.
DESIGN AND CONSTRUCTION
Oversees the development, design, review, approval and construction of County capital projects and renovations.

ENERGY MANAGEMENT AND SUSTAINABILITY
This section is responsible for managing and implementing energy conservation, energy efficiency, and alternative energy-related policies and initiatives. This section also provides sustainability resources for businesses and residents to incorporate the most current conservation practices, and to reduce and manage energy costs.
BUILDING MAINTENANCE AND OPERATIONS
Provides high-quality service in an efficient and professional manner to ensure building safety and comfort, and to continually improve and ensure customer satisfaction. Our services include alarms, carpentry, electrical, general maintenance, HVAC and plumbing. These services are provided throughout the County’s more than 700 buildings, parks, beaches and peripheral structures.
