Homeless Services Continuum of Care
The Continuum of Care (CoC) program is designed to promote communitywide commitment to the goal of ending homelessness by providing funding for efforts by nonprofit providers and Baltimore County and State governments. These efforts create and promote access to, and effect utilization of, mainstream programs by homeless individuals and families.
Baltimore County Housing and Community Development (DHCD) is the lead agency for the County’s CoC program. DHCD supports the work of the CoC Governance Board, manages the County’s Homeless Management Information System and facilitates quarterly meetings of the CoC membership.
federal FISCAL YEAR 2024 HUD CoC ANNUAL NOTICE OF FUNDING OPPORTUNITY
HUD released the Federal Fiscal Year 2024 (FFY2024) Annual Notice Of Funding Opportunity (NOFO) application for renewal of current CoC grants and for new providers interested in applying to offer services. Find NOFO program information or application materials online.
All applications received by the CoC lead agency, DHCD, will be scored by the Rating and Ranking Committee of the CoC. New applicants will be scored along with current providers.
MILESTONES
- August 29—A virtual overview meeting was held via Webex to review HUD and CoC goals for the FFY2024 NOFO application.
- August 30—Virtual HMIS Performance Score Sheet Office Hours Session was held.
- September 4—Virtual HMIS Performance Score Sheet Office Hours Session was held.
- September 6—Deadline for new and renewal project applicants to submit a notice of intent to apply for available funding. Baltimore County published the CoC Grant Inventory Worksheet (GIW) Report. The GIW Report is used to record all grants within a CoC’s geographic area that are eligible for renewal funding in the upcoming CoC Program Competition. The GIW calculates an Annual Renewal Amount (ARA) for each project, which is the sum of each project’s renewable budget line items (BLIs) and identifies the total renewal amount a project may request in the FFY2024 CoC Program Competition.

- The Supplemental Provider Questions document is required for every application. Questions are scored following the Supplemental Questions Scoring Rubric.
- Rating and Ranking Procedure is used to evaluate project applications.

- FFY2024 NOFO Application Documents to be provided:
- September 13, 1 to 2 p.m.—Virtual HMIS Performance Score Sheet Office Hours were held.
- September 19, 1 to 2 p.m.—Virtual HMIS Performance Score Sheet Office Hours were held.
- September 27—New and renewal project applications must be completed in eSNAPS. Your final submission must include the CoC project application.
- Log into eSNAPS.
- To request access to an eSNAPS account, visit the HUD Exchange website. Do not submit via eSNAPS until you are notified that your account is active.
- September 27 to October 9—Rating and Ranking Committee reviews and scores all applications.
- October 10—Provider Project Application Scoring completed.
- October 15—Final Rating and Ranking Scoring completed.
- October 28—Approved CoC Consolidated Application for FFY2024 NOFO is available for review and comment.
- October 30—Final submission of CoC NOFO application to HUD.
